The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, has said the government of Switzerland is set to return in tranches the sum of $321m stolen from Nigeria and stashed in the foreign nation by the late former Head of State, Gen. Sani Abacha, and his family. A statement by the AGF’s Special Adviser on Media and Publicity, Mr. Salihu Isah, stated on Tuesday that this followed a tripartite Memorandum of Understanding signed by Nigeria along with Switzerland and the World Bank in the United States of America on Monday. According to Isah, Malami, on behalf of Nigeria, signed the MoU alongside representatives of Switzerland and World Bank at the ongoing Global Forum on Asset Recovery in the US. Isah said the Director of the Directorate of International Law and head of the Swiss delegation to the GFAR, Roberto Balzaretti, signed the MoU on behalf of the government of Switzerland and the Country Director of the World Bank office in Abuja, Mr. Rachid Benmessaoud signed on behalf the World Bank. “The MOU also regulates the disbursement of restituted funds in tranches and sets out concrete measures to be taken in the event of misuse or corruption. “The chosen solution for restitution is being undertaken by the three contracting parties as a partnership” in line with the objectives of Switzerland’s strategy to freeze, confiscate and return the illicitly acquired assets of politically exposed persons (asset recovery) which is based on the principles of transparency and accountability. “It also allows the involvement of civil society in the monitoring of the restitution process. Furthermore, the return of these funds makes a concrete contribution to the implementation of the 2030 Agenda for Sustainable Development and can set a good example internationally for future restitution cases.” He explained that that the sum of $321m was initially frozen in Luxembourg and confiscated by Switzerland as part of criminal proceedings brought by the public prosecutor’s office of Geneva against Abba Abacha in December 2014. The statement added, “The signing of this MoU gives Nigeria visibility and will set precedence on the need for transparent management of returned assets internationally. “The GFAR brought together experts from the field of asset recovery to strengthen international cooperation in this area. “Nigeria will also use the opportunity of the GFAR meeting at the headquarters of the International Finance Corporation in Washington DC to negotiate the return of other assets and also engage in bilateral meetings with several other countries.” According to Isah, the Nigeria’s delegation to the meeting was led by Malami. The members of the delegation the Special Assistant to the President on Justice Reform and Coordinator, Open Government Partnership comprised Mrs. Juliet Ibekaku-Nwagwu; Nigeria/GFAR Focal Person and Assistant Director, Federal Ministry of Justice, Mrs. Ladidi Abdulkadir; a representative of the civil society organisations, Reverend David Ugolor, who is also the Executive Director, African Network for Environment and Economic Justice. EMMERSON MNANGAGWA SWORN IN AS ZIMBABWE NEW PRESIDENT

Zimbabwe’s new President Emmerson Mnangagwa vowed sweeping change at his swearing in on Friday, seeking to reassure foreign investors and pledging to fight poverty and corruption after Robert Mugabe’s shock resignation. In his inaugural address, Mnangagwa set out a programme of dramatic change that promised a stark reversal of many of Mugabe’s signature policies. He pledged that his government would compensate white farmers whose land was seized by Mugabe, protect international investments in the country, and re-engage with foreign powers. Elections scheduled for 2018 would go ahead as planned, he said. “I humbly appeal to all of us that we let bygones be bygones,” he said at the ceremony in the 60,000-seat national stadium in Harare, which was packed to capacity. “We must work together — you, me, all of us who make this nation. “I stand here today, to say that our country is ready for a sturdy re-engagement programme with all the nations of the world,” he said. After reciting the oath of office, the 75-year-old leader was given a ceremonial chain and sash of office flanked by his wife Auxilia, receiving salutes and pledges of allegiance from the country’s military and security chiefs. Military aircraft and helicopters then staged a fly-past. Mnangagwa also used his speech to pay tribute to Mugabe, describing him as one of the “founding fathers of our nation”. – ‘Mugabe’s legacy of ruin’ – “We are excited and expecting a lot from Mnangagwa. We have been under a dictatorship for a very long time,” said 23-year-old Sharon Mauyakufa. Organizers say the impetus was a recent poll that found that the thought of dining with somebody who’s HIV-positive still paralyzes them with fear. The survey by Casey House, Canada’s only hospital dedicated to people living with HIV/AIDS, found that nearly half of Canadians wouldn’t eat a meal prepared by someone with the disease, even though health experts say the infection can’t be transmitted that way. To combat the stigma around food prep, Casey House decided it was time to pull a bold stunt. The pop-up, called June’s Eatery after Casey House’s co-founder June Callwood, launched this week. It advertised two four-course dinners made by 14 HIV-positive chefs for $125 — one yesterday, the other today. Both of them sold out. Organizers told The Guardian that they even welcome “negative coverage,” though, as the “entire point of the pop-up” is “exposing the ignorance and blame around HIV and AIDS.” They did their best to test people, too — organizers say they mailed jars of soup prepared by the HIV-positive team to newsrooms “across Canada.” It seems they didn’t really care what became of that soup in a box, as long as it challenged media to “examine their own beliefs” before writing about the event. SAD: As Auchi Vigilance Group Killed Graduated HND student

It was supposed to be celebration of a successful completion of her academic pursuit, but the celebration turned sour when a graduate of Auchi Polytechnic, Edo State, Miss Uloko Laurenta Apaume, was allegedly shot dead by a member of the Auchi community vigilance group during her graduation party. It was gathered that Uloko, a Banking and Finance graduate, was killed on Friday night by a stray bullet from a vigilance group operative, who was at the party to provide security for the students, who had signed off from the polytechnic after writing their final examination. It was gathered that the students in jubilation after writing their last paper on Thursday invited the vigilance group members to the party, as part of the tradition to help secure the place for a peaceful celebration of a successful completion of their Higher National Diploma (HND). It was learnt that during the celebration, a member of the local security joined in the celebration with the students and fired into the air but the bullet failed to come out. According to a source, “the security man lowered his gun to check why it failed to release bullet after firing and in the process the bullet discharge itself and accidentally killed the girl who was celebrating on the spot.” The development cause panic as the students scampered for safety, even as the suspect had been arrested by the police. Confirming the incident, the Commissioner of Police, Babatunde Johnson Kokumo, who described the incident as unfortunate, said it was clearly a misadventure and not intentional killing. “The vigilance men, according to the report of the Divisional Police Officer (DPO) on ground, had been invited by the students and it was in the night. It was clearly a misadventure; it was not an intentional killing as there is no record of any sort that there had been malice between the late student or any student for that matter and the vigilance men. So, the vigilance man had an accidental discharge so to say while the celebration was on.” According to him, the suspect is already in custody, assuring that the police are doing everything to pacify the students so that there would be no reprisal attack on innocent citizens. Meanwhile, students of Auchi Polytechnic on Saturday protested against the killing of Uloko. The students blocked major roads in the vicinity and called for vigilance groups across the country to be stopped from using guns, as this is not the first time this type of incidence is happening.

Lagos State Governor Receive Netherlands Queen

The Queen of The Netherlands, Maxima Cerruti, on Tuesday paid a courtesy visit to the Lagos State Governor, Akinwunmi Ambode, as part of efforts to advance the United Nation’s financial inclusion advocacy as a vehicle to alleviate poverty and fostering equitable economic growth in Nigeria. Queen Maxima, who was visiting Nigeria for the first time in the last five years, in her capacity as the Special Advocate to United Nations’ Secretary General on financial inclusion for development, said she was impressed by the initiatives of the state government to improve service delivery especially towards expanding access to affordable healthcare. While noting that it was important for governments to prioritize access to affordable healthcare, she particularly lauded the health insurance scheme of the state government, which legal framework had already been put in place, saying that Governor Ambode deserved commendation for coming up with such laudable effort. She said: “Today I had opportunity to visit two clinics in the state where I saw the new pilot project in which you (Governor Ambode) has also started looking into which is to make health insurance possible even to the poorest of the people. “I was very impressed by the leadership that the state of Lagos has taken as to coming up with a law which makes health insurance mandatory and also to able to plan for the future and you are already doing some credit to some health facilities which off course will improve efficiency of a lot of these institutions. I commend you for your efforts and I will like to know from you Mr. Governor, what is your commitment on the future in this field,” she said. Responding, Mr. Ambode said the health insurance scheme of the state government aimed at expanding access and scaling up healthcare delivery in the state will commence in early 2018. He said the legal framework to guide the implementation of the policy had already been put in place, while every necessary efforts to ensure the success of the scheme were being put in place. Mr. Ambode, who received Queen Maxima alongside his wife, Bolanle Ambode, and other top officials of the state, commended the visitor for her efforts at advancing issues relating to healthcare and financial inclusion. Speaking on the health insurance policy of the state government, the governor said: “We are on the path of positive improvement on the things that have to do with health. Like the Queen rightly said, we have a law that allows us to do the Health Insurance Scheme which is targeted at the most-needy and the poor that cannot afford ordinary healthcare. We believe that if we pull the resources of every other person in the state together, those that cannot afford will be able to have a chance to access healthcare which is the main objective why the Queen has been going round to promote good healthcare for people generally. “We want to say that we are deeply committed to that vision and we are committed to that ideals and also say that we will do everything possible to make sure that the Health Insurance Scheme starts up early next year and we can now allow people to have some sense of inclusion which is one of the basic principles of good governance. “The main essence of good governance is for us to be able to carry everybody along. In a cosmopolitan city like Lagos that we have population of almost 22 million people and the majority can really not afford the things we want them to, and so we believe strongly that a partnership like this is one in the right direction.” On financial inclusion, Governor Ambode said the informal sector accounted for about 80 per cent of Lagos population, a development he said prompted his administration to set up N25 billion Employment Trust Fund (ETF) to serve as an instrument to grant members of the sector access to finance. Besides, Mr. Ambode said, it was time to call on the federal government to scale up financial inclusion with the view to expanding access for more people to benefit.

FGN To Pay N88bn compensation to victims of Biafra war after long Years

ABUJA— Determined to quell rising agitation by secessionist groups, the Federal Government, yesterday, agreed to release N88 billion for the compensation of victims of the Nigeria/Biafra civil war, as well as for completion of demining and destruction of abandoned explosives within the South-East, South-South and North Central regions of the country. Federal Government, in terms of agreement it endorsed before the ECOWAS Court in Abuja yesterday, said while it would pay N50 billion compensation to “true victims” of the civil war that occured between 1967 and 1970, a total sum of N38 billion will be paid to contractors for total and complete demining and destruction of abandoned bombs and landmines within the regions. The decision followed a suit marked ECW/CCJ/APP/06/12, which was filed before the ECOWAS Court on May 2, 2012, by one Vincent Agu and 19 others against FG and five others. Federal Government opted for an out-of-court settlement of the matter after four years negotiation period. According to the agreement document which the ECOWAS court adopted as its consent judgment, two firms, RSB Holdings Nigeria Limited and Deminers Concept Nigeria Limited, were said to have been contracted in 2009 to carry out demining exercise in the war affected areas. Disclosing Maina’s position in a statement, his family said that he was invited to join the Buhari government. “It is on record that Abdulrasheed Maina ‘s reform put a stop to fraudulent withdrawal of huge sums from both the Nigerian Pension Board and the Nigerian Police Pension Board. Perhaps it is his noble effort that made him enviable to the present administration when they came into power to convince him to come back and assist in its change agenda,” the family said. Maina was sacked in 2013 for his involvement in a N100 billion pension scam. He later turned down summonses from authorities before fleeing the country. But Maina reappeared in the country as a deputy director in the Ministry of Interior. The cabal has gone to the extent of marking our house in red paints with an inscription of Economic and Financial Crimes Commission (EFCC). “The entire family of Abdullahi Maina hereby categorically states that our son is not in any way a fraudster, rather he is a messiah whose effort saw the disappearance of pensioners roaming the streets of F.C.T and other state capitals. “We are aware that all this act of calumny is not targeted against Abdulrasheed Maina but the President of the Federal Republic of Nigeria and the Office of the Attorney General.” The family said it had contacted its solicitors and instructed them to act. “We equally know that Abdulrasheed Maina is in possession of so many facts that is against the cabal and interesting to the Nigeria populace, which he will disclose soonest. PRESIDENT Muhammadu Buhari, yesterday, signed into law the Bill establishing the Federal University of Petroleum Resources, FUPRE, Effurun, Delta State. President Buhari, in a brief ceremony at the Presidential Villa, Abuja, pledged his continued support for the socio-economic development of the Niger Delta region. The President according the statement signed by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu said: “This administration is fully committed to supporting the Niger Delta in its endeavours to achieve socio-economic development.” He appealed to all communities in the region to strive for peace through dialogue in resolving all conflicts not only among them, but also with business entities and the authorities. With the signing of the bill into law, the path has been cleared for the establishment of the specialised university in the Niger Delta, charged with training and research in petroleum technologies. Recall that the Federal Government in 2006 under the leadership of former President Olusegun Obasanjo approved the upgrading of the Petroleum Training Institute (PTI) Effurun into a degree awarding institution. With the approval, it became the first Nigeria Petroleum Engineering University with the former PTI operating as one of its faculties. The Nigerian Senate passed the bill establishing the Petroleum University in 2014.

NIGERIAN ARMY'S DECLARES INDIGENOUS PEOPLE OF BIAFRA MILITANT TERRORIST GROUP

The Defence Headquarters has declared the Indigenous People of Biafra (IPOB) a militant terrorist organisation. Director, Defence Information, Major-General John Enenche, in a statement on Friday, said parents should dissuade their wards from joining the group and that the Armed Forces will confront “all security challenges facing the country.’’ Enenche listed reasons for the declaration to include, the formation of a Biafra Secret Service, claimed formation of Biafra National Guard, unauthorised blocking of public access roads; extortion of money from innocent civilians at illegal roadblocks, and militant possession and use of weapons (stones, molotov cocktails, machetes and broken bottles among others) on a military patrol on September 10, 2017. “From the foregoing, the Armed Forces of Nigeria wishes to confirm to the general public that IPOB from all intent, plan and purpose as analysed, is a militant terrorist organisation,” it said. Based on the declaration, the army warned Nigerians against joining the group. “Therefore, parents and particularly unsuspecting residents of the South East and other Nigerians should advise their wards to desist from joining the group,” it said. “The Defence Headquarters restates its commitment to handling all the security challenges in the Country and further assures all Nigerians of the protection of lives and property.”

Nigeria Army vs IPOB: At least seven people sustained injuries in Abia

At least seven people have sustained injuries in a clash between members of the Indigenous People of Biafra (IPOB) and soldiers in Umuahaia, Abia state. There had been reports that some soldiers from the 14 brigade of Nigerian army invaded Kanu’s residence and shot at pro-Biafra agitators. But the army refuted the claim, saying it was the IPOB supporters that confronted them. In a statement, Oyegoke Gbadamosi, assistant director, army public relations, said IPOB supporters blocked the road the troops were passing. “It was a group of suspected IPOB militants that blocked the road against troops of 145 battalion while on show of force along FMC-Word Bank road in Umuahia town, Abia state at about 6.00-6.30pm on Sunday,” the statement read. “They insisted that the military vehicles would not pass and started pelting the soldiers with stones and broken bottles to the point of injuring an innocent female passerby and a soldier, corporal Kolawole Mathew.” He said the troops were prompted to fire “warning shots in the air” in other to disperse the pro-Biafra agitators, adding that “no life was lost”. “Therefore the public are kindly enjoined to disregard the rumours going round and the fictitious photographs of purported victims of attack. Both the soldier and the innocent female passerby have been evacuated to the unit’s medical inspection room and are receiving treatment,” the statement read. But on the contrary, Ifeanyi Ejiofor, Kanu’s counsel, accused the army of attempting to take his client’s life. He said five members of Kanu’s family were “brutally wounded” during the incident, adding that some were also killed – though he did not specify the number. “Just to alert the world that the Nigeria military personnel under the command of chief of army staff is presently laying a siege on my client (Nnamdi Kanu) country home in Umuahia,” he said in a statement issued shortly after the incident. “They had continued to shot sporadically into the air through which assault, about five of his family members were brutally wounded and some unfortunately killed. We stop respecting the intellectuals that we have in our universities because we get easy money. “This is very sad, I wish the oil will dry up so that we can begin to use our brains because we have stopped using our brains and we have stopped respecting intellects because of easy money.” The governor lamented the country’s failure to plan for the future, and its inability to curb the ongoing brain drain. He said: “How can we promote a national subscription to meritocracy? A ten-year-old girl was beaten, starved and dragged along a dirt road with a rope attached to a car in a sickening abuse case. Four people including the girl's mum Leslieann Raeder, 34, her boyfriend Gary Bubis Jr., 37, his sister Brandy, 18, and her boyfriend Shawn Whaely, 23, have been arrested. Police say the young girl has been tormented since April at her home in Albion, New York, but she finally managed to flee to a neighbour's house this week. According to sheriff's deputies, the girl was only fed one meal a day that was covered in hot sauce. She was forced to sneak in her own food to survive and was made to run for her tormentors' amusement. If she didn't go fast enough, they would bump her with the car they were following her in or tie her to it with a rope to make her go quicker, Oswego County Sheriff's deputies said. Before making her sprint, the girl was loaded up with heavy backpacks. The adults also allegedly kept the girl outside without access to hot water or a bathroom and beat her with a newspaper if she did not follow their twisted orders. The abusive practices were just passed off as punishments and disciplining techniques, police said.
Oswego County Undersheriff Eugene Sullivan told CNY Central: "Her offences amounted to sneaking food, trying to get food. This is awful. This whole thing is just awful. "I still can't wrap my brain around it. " The girl's mum is the only one facing child abuse charges, while the others were charged with assault in the second degree. Bubis is also accused of harming a three-year-old who police say he scalded with hot water. Biafra: Femi Fani-Kayode warns FGN Don't re-arrest Nnamdi Kanu

Former Minister of Aviation, Femi Fani-Kayode, has warned against the deployment of soldiers and police to the South East and South South, in a bid to arrest leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu. In a series of posts on Twitter on Saturday, Fani-Kayode claimed Kanu was bigger than President Muhammadu Buhari. He tweeted: “I learnt that more soldiers and police have been deployed to the SE and SS to prepare for the re-arrest of Nnamdi Kanu. “For the final time, I urge the FG to be restrained. You cannot fight 2 wars on 2 fronts all at once. Nnamdi Kanu is bigger than Buhari. He is a real lion.” The Nigerian Police said it had increased the numerical strength of their personnel in the South-East and South-South zones of the country. According to the police, this was in a bid to prevent a breach of the peace, which may result from the activities of Biafran agitators ahead of the upcoming Anambra State governorship election. Liverpool have agreed to sign Guinean midfielder Naby Keita from RB Leipzig in a club-record deal next year, according to British media reports on Monday. Several news outlets, including the BBC and the Times, said Liverpool have agreed to pay a £48 million ($62 million, 51.9 million euros) release clause to sign the 22-year-old. They will reportedly pay an undisclosed premium as well. Keita was reported to have undergone a medical at Liverpool’s Melwood training base on Monday. FGN declares Friday, Monday public holidays

The Federal Government has declared Friday, Sept. 1 and Monday, Sept. 4 as Public Holidays to mark the Eid-el-Kabir celebration. ‎ The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau‎, made the statement on behalf of the Federal Government on Monday in Abuja. Dr Rufai Attahiru, overseeing the Office of the Permanent Secretary in the ministry signed the statement in Abuja on Monday. The minister urged Muslim faithful and all Nigerians to use the occasion to pray for peace, unity, prosperity and the stability of the country’s democracy. ‎ Dambazau called on Nigerians to join hands with the government of President Muhammadu Buhari, in its determination to build a peaceful and harmonious country.‎ ‎ He assured Nigerians of safety in all parts of the country, emphasising that security agencies had been directed to maintain peace and protect lives and property during and after the celebration. Danbazau condemned in strong terms, the prevalence of hate speeches in the country and warned that the Federal Government would henceforth deal with perpetrators according to the law. Afrobasket championship 2017: D’Tigress crown champions

Nigeria’s female basketball team D’Tigress are champions of Africa for the third time after defeating Senegal in the final of the Afrobasket championship. D’Tigress who were unbeaten throughout the tournament defeated Senegal 65 to 48 at the Palais des Sports Salamatou Maiga, Mali on Sunday. The game was a repeat of the 2005 final when Nigeria defeated the Lionesses 64-57 for their second African title.
D’Tigress had also defeated Senegal in their last group stage game. Owing to their incredible form and winning streak, D’Tigress are now among the teams to watch out for in Spain at the world championship in 2018.
